In many jurisdictions, the rationale for legalizing gambling—and more recently, online gambling—has been to capture revenue that previously flowed to illicit markets and to provide regulated options for consumers. Despite widespread legalization, illegal gambling persists. Recently, a trend has emerged in which individuals participate in illegal or unregulated gambling under the mistaken belief that it is legal. This presentation will examine the prevalence of illegal and unregulated gambling and explore factors that contribute to both voluntary and involuntary participation in these activities.
